Under current law, counties can only enter into multi-year agreements if they automatically terminate at the end of each calendar year (unless renewed). This legislation allows the contracts to terminate either at the end of each calendar year or at the end of the county's fiscal year unless renewed.

This bill prohibits local governments (outside the Metro Atlanta Water Planning District) from requiring the transfer of ownership of privately-constructed water or sewer systems to the government if the system is not to be hooked up to the local government's water or sewer system. Furthermore local governments cannot require the transfer of ownership as a condition for the approval or issuance of local permits. The bill exempts publicly-owned water/sewer systems with at least 200 active connections as of January 1, 2014, and does not apply to new privately-owned systems within a mile of a publicly-owned water/sewer system.

This legislation allows the president or presiding officer of the city council of the most populous city in a metropolitan area planning and development commission to serve on the board. Current law specifies that a member of the city council may serve on the board.

This legislation encourages the metro Atlanta transit authorities to develop a joint website and mobile app to make it easier for riders to plan routes between the different authorities. This is the recommendation that came from the transit governance study committee in the off session.
