Bill regulating number of bonds and giving valuation to highway speed limit fines.  Per WAM counsel and AG opinion, this does not preempt local control on fines. 

WAM Action: 2/13/18

The bill was amended to remove the reduction in fines and only to consolidate the number of bonds.   The AG reiterated in the committee that municipal level fines do not fall under this legislation.
