The South Carolina Law Enforcement Division Chief and the Sheriff's Association spoke to the committee on the issue of adding more responsibilities for law enforcement officers. They also addressed the lack of resources to enforce these responsibilities. Law enforcement officials also addressed the difficulty of conducting investigations that involve immigrants. Summary: Directs SLED Chief to negotiate a Memorandum of Understanding between the state and the Department of Justice or the Department of Homeland Security for the enforcement of federal immigration and customs laws. Also requires reasonable efforts by local law enforcement officials to determine nationality of people charged with felonies or DUI.
