Amend definitions and procedures for adopting redevelopment plans for TIFs.
Summary: Requires a study paid for by the municipality and prepared by a firm with a national reputation or by a college with experience in development plans that states but for the use of the TIF the redevelopment plan will not work. Fiscal Impact Statement available for this bill.
