The subcommittee asked for recommendations over the next month for legislation that specifically supports quality of life initiatives in these cities. MASC is gathering information to share with the task force from the South Carolina cities that would be affected by base closings. Summary: Establishes Military Preparedness and Enhancement Commission and provides for membership, powers and duties. H 3578 SC water withdrawl, permitting, use and reporting act4.11.07 The House Agriculture and Environmental Affairs subcommittee adjourned debate on this bill. Summary: Declares the state's right to regulate the use of riparian land and specifies exemptions. Provides that use of the waters of the state on non-riparian land is lawful and requires equal consideration with use on a riparian land in an administrative or judicial proceeding related to an allocation, withdrawal or use of water or to a modification of a water right.  Public water systems must file an annual report with DHEC before January 13 stating the quantity of water withdrawn during the previous year. The quantity of water drawn must be determined by flow meters or other methods found to provide reliable water withdrawal data approved by DHEC. This is a companion bill to S428.
