Allows local governments to develop market-based incentives and elimination of unnecessary housing regulations to encourage traditional neighborhood design and affordable housing in priority investment areas. Provides for the content of regulations related to land development and provide that local governments amend their comprehensive plans to comply with these provisions within 24 months of enactment.
