H 4260 Municipal special district feeAmends the Municipal Improvements Act of 1999 by creating special district fees that are capped at four percent of any special district bonds or revenue bonds. Special district fees must be used for capital improvements (including the construction of new schools and the renovation and expansion of existing schools) that benefit the improvement district or the district and the entire municipality. An improvement district may be composed of noncontiguous parcels of land within the municipality.
