Requires a special needs account customer form in electric and gas utility bills
Summary of the bill as introduced: Requires a municipality, special purpose district, public service district, electric cooperative, public utility, public service authority or electric utility furnishing electricity or natural gas to include in the customer's bills once annually a form that may be returned with payment that informs the utility provider that the customer is a "special needs account customer."
