Rep. Howard has served in the SC House of Representatives since 1995, representing House District 76 of Richland County. He is currently Chairman of the Medical, Military, Public and Municipal Affairs Committee (3M Committee). He has also served on several committees, including- Medical, Military, Public and Municipal Affairs - 1st Vice Chairman (2001-2006) 3M Local Government and Corrections Affairs Subcommittee - Chairman SC Legislative Black Caucus (SCLBC) - Chairman (2007-2008) During this chairmanship Senator Barak Obama was the keynote speaker for the SCLBC annual gala. ​ In 2007, Rep. Howard was profiled in the Council of State Governments article, The Healthy States Initiative- Preventing and Treating Stroke. The article recognized his work as a health care policy leader. He received the President's Award from the Palmetto Medical, Dental, and Pharmaceutical Association of South Carolina in 2012; and has been honored as Legislator of the Year by the South Carolina Dental Association (2007), South Carolina Podiatric Medical Association (2017), and the South Carolina American Physical Therapy Association (2018). Rep. Howard has also served on several local boards and councils, including- Richland One Board of School Commissioners - Chairman City of Columbia Mayor's Task Force on Small & Minority Businesses - Member Irmo-Chapin Career Educational Advisory Board - Member Ridgewood Foundation's Annual Fund Campaign Commission - Member Richland County's Private Industry Council - Member ​He is a graduate of Midlands Technical College with an A.D. Degree, attended General Motors Automotive Training Center in Atlanta, Georgia and has received numerous certificates for advanced studies in Automotive/Computer Technology. ​ As President and CEO of Howard's Garage/Paint & Body Shop/Wrecker Service, Rep. Howard continues the business that was founded and established in 1955 by his father.​ He is the son of the late Wilbert and Minnie Howard and attends Antioch Baptist Church where he is a member of the Board of Trustees.
