This legislation amends the law prohibiting counties from removing certain monuments from county property. Pursuant to this legislation, counties could relocate monuments honoring or recounting military service when necessary to build or expand buildings, roads and edifices.  If possible, any relocation must be to a site of similar prominence, honor, visibility, availability and access within the county where the monument was originally located. Monuments may not be relocated to a museum, cemetery or mausoleum unless the monument was originally placed in such a location.

Any person or entity "adversely affected" by a violation of this legislation may notify the county, which has 120 to rectify the violation or the person can seek injunctive relief through the courts.

This legislation requires counties to include a stipulation in "renovation" contracts that only Georgia forest products may be used if they are available.  That requirement currently exists on contracts for constructing, adding to, and repairing facilities.     

The legislation also requires the state to allow the use of Georgia forest products certified through the Sustainable Forestry Initiative, the American Tree Farm System and the Forest Stewardship Council whenever "green building standards" (i.e., a system or tool to rate the environmental efficiency and sustainability of the design, construction, operation and maintenance of a building) are applied for new construction, operations, repair or renovation of any state building."

This legislation mandates that the state obtain certification on every contract over $1,000 for construction, services, supplies or information technology that the other party does not presently conduct a boycott of Israel.

It had earlier applied to city and county contracts as well; however, that language was stripped out of the bill in House Committee.
