| This legislation authorizes residential and commercial electric customers, including local governments, to install solar technology on their property and utilize such financing mechanisms as leases, private solar energy procurement agreements (whereby payments are based on the output of the system), and authorization for electric companies to finance projects for their customers. Providing solar financing services does not make an entity an electric service provider and the power must be used on site or fed back to the electric utility. The bill does not limit or usurp current local regulatory or land use authority.

| This legislation allows counties, via the adoption of a resolution, the option of being included or excluded from the Department of Natural Resources' requirement to fluoridate potable water. Current law requires 10 percent of the voters in the last election to sign a petition, then approval through a referendum, to opt out of water fluoridation. The challenge will be with a water system serving multiple political jurisdictions, when some may opt out and others not. |

| Current law stipulates that timber harvesters provide notice of their operations prior to cutting timber. This legislation requires notice prior to entering the property if possible, but no later than 24 hours after entering the property and cessation notice within 24 hours after the job is completed. Only one $5,000 bond shall be required of a harvester in each county, regardless of the number of tracts being harvested, so long as the bond remains in effect; however, if the bond is called, a harvester with multiple tracts must secure another bond within five business days. Counties remain authorized under O.C.G.A. 32-6-1 to recover all costs from a party damaging a public roadway. Lastly, counties cannot require any kind of fee for receiving a harvest notification. Counties with timber harvesting notification ordinances will have to adjust them accordingly. |

That requirement currently exists on contracts for constructing, adding to, and repairing facilities. The legislation also requires the state to allow the use of Georgia forest products certified through the Sustainable Forestry Initiative, the American Tree Farm System and the Forest Stewardship Council whenever "green building standards" (i.e., a system or tool to rate the environmental efficiency and sustainability of the design, construction, operation and maintenance of a building) are applied for new construction, operations, repair or renovation of any state building." |

| This legislation allows farmers who are 16 years of age or older to drive all terrain vehicles and personal transportation vehicles (i.e., motorized vehicles with three or more wheels that can travel up to 20 miles per hour) on public roads to transport agricultural products, livestock, farm machinery or supplies to or from a farm. They may also be used on public roads to transport farmers who are 16 years old or older from their residence to the farm where they work. Cities may prohibit or limit the use of such vehicles on public roads within the city if it is determined that the use of the vehicles endangers the safety of the traveling public, however counties do not have the ability to limit use in unincorporated areas. |

| This legislation specifies that 75 percent of all of the state sales tax collected from the sale of outdoor recreation equipment be used for the Georgia Legacy Trust Fund. Loans and grants can then be issued by the State Properties Commission to the state, nongovernmental entities and local governments for land conservation purposes which include water quality and protection; protecting wildlife habitat; preserving cultural and historic sites; and park and recreation purposes. The bill is contingent upon ratification of a proposed constitutional amendment which allows the dedication of those funds. |

Local governments may adopt ordinances allowing or regulating their usage from 9:00 p.m. until midnight.
