This bill relates to amending and reorganizing provisions relating to fines and fees for speeding violations, and imposing a police officer continuing education and training fee. 

WAM ACTION: 2/16/18

WAM testified, similar to HB0012, that it was our understanding from the AG opinion that if fines were reduced it would not impact municipal government control.  We asked for text to be added for assurance but it was not amended.  We will watch to propose as applicable as the bill goes to the other side. HB0093 removed the fine reductions but did include $5 from every non-municipal court speeding fine would go to a fund to support police and sheriff training.  WAM stood in support of this as this could relieve current budgets that are appropriated to training.  Chairman Kirkbride indicated that HB0012 and HB0093 will be resolved before the House.

WAM ACTION: 2/16/18

This bill props up the lottery to maximize the revenues and if passed it will be used in a future discussion and evaluation of the lottery program.  WAM testified in Support with the idea that the lottery has been in place for a few years with the intent to send profits to support local governments and WAM supports continued conversation to ensure maximum benefit.

WAM ACTION: 2/19/18 

Discussion that the original bill exempted the operator from paying severance tax and this was a concern for the committee.  Amendment passed to strike the credit section (d) and the bringer of the bill suggested he would bring back in a different way.  WAM and WCCA testified of concerns for more exemptions.  Bill passed without the section regarding the credits, 8-1.

WAM's LLC voted on 2/15/18 to Oppose this bill due to the fact that it puts at risk the current local lodging tax.

WAM stood in support with WCCA to regulate bingo and pull tab games by requiring permit through the appropriate governing body.   The bill passed but with a final amendment taking the fee for local governments to only $10 from 1% of proceeds of event.  As bill approaches the floor, WAM and WCCA will consider an amendment.
