Among other things, this legislation allows law enforcement to obtain records regarding the deaths of individuals that may have been caused by the medication obtained through a pain management clinic.  Such records are not subject to the open records law.

This legislation establishes a method for adults to prepare a psychiatric advance direction to express their mental health care treatment preferences in advance, as well as to authorize an agent to make mental health care decisions on his or her behalf.  It provides immunity from liability to law enforcement officers who follow an advance directive. This legislation has also been introducted in the Senate - S.B.371.

This legislation makes several changes to the hospital authorities law, including increasing how boards are expanded and appointed. It allows for the creation of joint hospital authorities, as well as authorizing hospital authorities to file for bankruptcy. This legislation also creates a Senior Citizens Services Authority in each county and city. This legislation contains the same language as SB 302.

This legislation requires a county that employs a registered or practical nurse to report to the licensing board if the nurse is terminated or resigned due to practicing without a license, using false credentials, being convicted of a felony, being convicted of a crime involving moral turpitude, being convicted of a crime involving drugs, or using alcohol and drugs in a way that interferes with the ability to properly perform his or her job.

This legislation will allow an Licensed Professional Counselor (LPC) to sign 1013 orders to hold mental health patients they deem to be a danger to themselves or others.  There is a sunset date of March 15, 2015.  Currently only doctors are allowed to sign these orders, this pilot project will document the cost savings of having additional professionals approved to sign the orders, thereby lowering transportation costs of the sheriff's departments.

This legislation allows foster parents or the Department of Children and Family Services to initiate a missing child report on foster children and requires that law enforcement distribute that missing child alert to all jurisdictions in a county.
