This legislation creates the Council on Criminal Justice Reform to continue to assess the impact of the Criminal Justice Reform Act. This legislation also provides for judges to deviate from mandatory minimums by following a procedure as outlined in the legislation, and revises the process for removal of arrest records.

 This legislation requires inmates to pay an annual $25 user fee to make purchases at the commissary. The detention facility may keep $5 to be placed in its operating account to fund inmate services.  The other $20 must go to the governing authority to be placed in a separate account and used for sexual assault centers, rape crisis centers, or human trafficking shelters.  If the governing authority fails to use the money for such purposes, the money will escheat to the state.

This legislation would make it illegal to include questions on a job application about whether the applicant was arrested for, charged with or convicted of a crime except for those applying for law enforcement jobs. If there is a law prohibiting those who have been arrested, charged or convicted of a particular crime from holding a particular job, then questions about that crime may be asked. Additionally, if a standard fidelity bond or equivalent bond is required for the job and conviction of particular crimes would prevent them from obtaining such a bond, then the employer may ask whether the applicant has ever been convicted of those crimes.

This legislation creates a Joint Select Committee on Budget Dependence on Federal Funding. The committee will study the percentage of the state budget funded by federal money, as well as the impact of federal fiscal policy reducing or eliminating federal funding for state governments.

This legislation requires a county that employs a registered or practical nurse to report to the licensing board if the nurse is terminated or resigned due to practicing without a license, using false credentials, being convicted of a felony, being convicted of a crime involving moral turpitude, being convicted of a crime involving drugs, or using alcohol and drugs in a way that interferes with the ability to properly perform his or her job.
