WAM ACTION: 2/6/17, bill introduced and COW began working the bill, and will work bill through 2/10/17. Amendments for Second Reading must be submitted 2/7 by 5PM, and fro Third Reading 2/9 by 5PM. WAM has two amendments regarding water development funds, and is working with sponsors for the amendments.

This bill revised the number of available Bar and Grill licenses based on population increments.

An amendment brought by the Wy Liquor Association revising the population formula such that only certain larger communities would receive 2 new licenses failed today 30-29.  The bill will be up for 2nd reading 2/24/17 which will add up to 6 new Bar and Grill in certain larger communities.  This bill would be a good test to offer more licenses and how they will be used.

WAM ACTION: 2/28/17, Senate concurred with House amendments. 

WAM ACTION: 2/24/17, bill passed House COW 48-10-2 excused, amendments made to reduce the number of licenses and failed, license increase remain the same as noted in WAM Action of 2/21.   

WAM ACTION: 2/21/17, Mayor Summerville and Rick Kaysen testified in support of the bill.  Bill passed Appropriations Committee 4-0 with one conflict as amended.  The amendment provides that munis with a population of 24,000 are limited to no more than 6 in 2017, and after 2017 the population must increase beyond its 2017 population before additional licenses may be issued.

WAM ACTION: 2/23/17, passed COW on second reading as amended, push back very likely from the WY Liquor Assoc prior to third reading. 

WAM ACTION: 2/14/17, Mayor Summerville and Rick Kaysen testified in support, WY Liquor Assoc opposes, bill passed House Corporations Committee 5-4 as amended.  Substitute bill that includes a new population formula found in the Notes on LSO website.
