This legislation allows an associate juvenile court judge to be appointed as judge pro tempore of the juvenile court in cases where the juvenile court judge cannot sit. Additionally, it removes the provision where orders of the associate juvenile court can be re-heard by the juvenile court judge when one of the parties appeals.

This legislation requires child protective agencies to let school officials reporting suspected child abuse know that the report was received within 24 hours of the report.   This legislation was amended to create a three year pilot program to evaluate privatization of child welfare services statewide.  The pilot sites will be established in three of the 15 regions and shall represent a diverse segment of the state.   There is also created a Child Welfare Pilot Program Commission.

This legislation creates a court technology fee to be assessed on criminal fines, ordinance violations and civil filings with the passage of a local resolution. The chief judge will control the fund and appoint members of the technology fund board. This legislation also repeals any local technology fee in place on July 1, 2014.
