This legislation requires health insurance providers to pay 4% to 5% of premium to the agents who sell the insurance for smaller employers -- those employing less than 50 individuals. This may affect smaller counties in thier role as employers if those premiums exceed the current agent compensation structure and if those costs are passed along to counties (and employees) in the form of higher premiums.

 This legislation allows law enforcement to request those arrested who have significant exposure to HIV, Hepatitis B, or hepatitis C to have a blood test in order to protect their personal health.  If the arrestee refuses a judge may order the test be administered with the cost to be borne by the officer, arrestee, or the Department of Public Health.  The determination of payment for the test shall be made by the judge issuing the order.

This legislation updates and modernizes the code that governs the operation of probate courts.  The bill also increases the surety bond requirement from $25,000 to $100,000.  Additionally the bill changes the current process of filling a vacancy, from appointment of the associate judge to requiring a special election.
