This legislation requires DFCS to acknowledge in writing to the informant within 24 hours of receiving information about suspected child abuse and the completion of investigation. This legislation specifies that in the absence of a DFCS agency, the law enforcement agency or prosecuting attorney shall acknowledge receipt of report, and the results of any investigation.  This legislation should have no impact on the counties with DFCS offices, for those without a DFCS office the responsibility will fall to local law enforcement.

This legislation allows the Department of Behavioral Health and Developmental Disabilities to create local mental health, developmental disabilities, and addictive disease offices, rather than requiring the Department to create regional offices.  This bill also changes the regional boards to advisory councils.  This legislation requires the county governing authority with a  population of 50,000 or less shall appoint one person to the newly created advisory council and one additional person for every 50,000 of population, by July 1.

This legislation changes the duties of law enforcement when processing evidence related to rape. This bill requires that every law enforcement agency create a list of evidence resulting from a rape that is in their possession by July 1, 2016.  All stored evidence shall be transmitted to the GBI by November 1, 2016.

The language contained in this bill was added to SB 304, which passsed the House and Senate.

This legislation removes the ability of counties with a population of 800,000 or more (i.e., Fulton County and Gwinnett County) to adopt an ordinance to create its own county board and department of health and wellness in lieu of the county board and department of health created by general law.  Any board and department of health and wellness created by a county will remain in existence until it is reconsistuted by general law, but no later than December 31, 2016.

This legislation provides for tax credits for contributions to rural "health care organizations," defined as health organizations located in rural counties, participating in both Medicaid and Medicare, providing health care to primarily indigent patients, and receiving at least 10 percent of their gross net revenues from the treatment of indigent patients.  Aggregate tax credits are capped at $100 million per year.

This legislation extends the sunset provision for licensed professional counselors (LPC) to sign involuntary commitment papers for mental health patients (1013's). This legislation also allows LPC's to withdraw involuntary commitment orders.  This legislation can potentially save counties money by moving mentally ill inmates out of jail and hospital emergencies rooms quicker and eliminating the need for law enforcement to spend hours waiting on physicans.

This legislation requires county commissioners to appoint pediatric health care providers, school teachers and administrators, emergency responders, law enforcement, juvenile court judges, private child welfare service providers, alumni of the child welfare system, mental health care providers, foster parents, court appointed special advocates, and leaders in the faith community when making appointments to the county Department of Family and Child Services board. It also establishes "abuse investigators," which include law enforcement, district attorneys, and coroners.  This bill was amended to include language from HB 507 which creates a child abuse registry.

 This legislation requires that one member of the Board of Community Health also be a member of the State Health Benefit Plan.  Additionally language was added that allows the manufacturers of low THC oil to ship to a person properly registered with the Department of Public Health, and expands the list of conditions for which low THC oil can be administered.  Moreover, SB 145 includes language to include low THC oil into the code regarding DUI.
